NOTICE OF PUBLIC HEARING

Pursuant to Hawaii Revised Statutes (“HRS”) Chapter 91, notice is hereby given that the School Facilities Authority (“Authority”) will hold a public hearing to hear all persons interested in the proposed adoption of Hawaii Administrative Rules Chapter 8-600, School Facilities Authority Rules of Practice and Procedure.
The purpose of the proposed rules is to establish rules of practice and procedure, pursuant to section 91-2, HRS, including (1) methods whereby the public may obtain information or make submittals or requests, (2) requirements for the conduct of meetings of the School Facility Authority Board, (3) procedures for rulemaking, and (4) procedures for declaratory rulings.

SCHEDULE OF PUBLIC HEARING

The public hearing will be held on Tuesday, May 7, 2024, at 1:00 PM at 2759 South King Street, Room C5 (Kuhio Elementary School site, offices of the Executive Office of Early Learning), Honolulu, Hawaii 96826. Interested persons may attend the hearing virtually using Zoom by requesting an invitation for virtual attendance by emailing info@hisfa.org at least five (5) days prior to the hearing.

PUBLIC TESTIMONY

All interested persons are invited to present data, views, or arguments on the proposed rules orally at the time of the public hearing, either in person or virtually, or by submitting comments in writing through electronic submittal by emailing info@hisfa.org or hard copy comments personally delivered or postmarked and mailed to:

Persons may request language interpretation, auxiliary aids, or special services (such as a sign language interpreter) by emailing info@hisfa.org, calling (808) 430-5531, or using a telecommunication relay service at least ten (10) days before the public hearing.

AVAILABILITY OF COPIES OF THE PROPOSED RULES AND OTHER RELATED INFORMATION

The proposed rules may be viewed and downloaded free of charge from the Authority’s website at https://www.hisfa.org/category/news/. The proposed rules may also be reviewed in person between 7:45 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m., Monday through Friday, excluding state and federal holidays at School Facilities Authority, 75 Aupuni Street, Ste. Basement, Hilo, Hawaii 96720. A copy of the proposed rules may be requested by emailing info@hisfa.org or writing to the address above. Upon receiving such a request, a copy will be mailed at no cost to the requestor.

Decision-making on the proposed administrative rules will take place at a properly noticed meeting of the School Facilities Authority Board. The date and time of the decision-making meeting will be announced at the public hearing.
