To all interested Agencies, Groups and Persons:
Notice is hereby given that the Kaua’i County Housing Agency (KCHA) will hold a public hearing on the proposed
PY 2019 Action Plan projects and anticipated funding that have been recommended for funding assistance through the
Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Trust Fund
(HTF) programs. The public hearing is to afford citizens the opportunity to provide written or oral comments to the
PY 2019 Action Plan projects. A hearing is scheduled for the following date, time and place:
Friday, April 5, 2019 at 4:30 p.m. at the Li¯hu’e Civic Center, Pi’ikoi Building
Conference Room A, 4444 Rice Street, Suite 330, Li¯hu’e, Hawai’i 96766
PROPOSED CDBG PROJECTS:
PUBLIC SERVICES
a. Homeownership Education and Counseling Project $31,344.00
(Hawaiian Community Assets, Inc.)
Provide HUD-certified housing education workshops and counseling to low- to moderateincome
individuals in order to increase homeownership opportunities to purchase a home
and prevent foreclosure.
b. KEO Meals on Wheels Vehicle Purchase $30,000.00
(Kauai Economic Opportunity, Inc.)
Purchase a delivery van to transport prepared meals for homebound seniors to promote
nutritional health and independence.
PUBLIC FACILITIES
c. Hale Ho’omalu Parking Lot Accessibility Project $40,075.00
(Child and Family Services Real Properties, Inc.)
Make improvements to provide ADA accessibility to the parking lot and entrance to the
public facility which provides support services and programs to strengthen low- to
moderate-income families.
d. Kauai Acquisition Transitional Housing $465,752.00
(Women in Need)
Down payment to acquire the property that is operated as a transitional housing facility
that provides shelter, safe housing and supportive services for women and children in order
to eliminate homelessness.
ADMINISTRATION
e. Administration $141,793.00
(Kaua’i County Housing Agency)
General program administration, project implementation, compliance monitoring,
evaluation, record-keeping and reporting.
TOTAL ANTICIPATED CDBG FUNDING $708,964.00
KCHA anticipates receiving $708,964.00 from the U.S. Department of Housing and Urban Development (HUD) for
the 2019 CDBG annual allocation. Should there be an increase or decrease in the actual allocation amount, the lowest
ranked project from each category will be adjusted accordingly.
ALTERNATE PROJECT:
To ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR
570.902, should any of the projects listed above not proceed as represented in the CDBG applications, the following
alternate project may be funded as long as the project is ready to proceed and will comply with CDBG regulatory
requirements:
a. YWCA of Kauai Disaster Preparedness Improvement $204,325.00
(YWCA of Kauai)
Improvements to the energy system to harden the domestic violence shelter and facility in
order to operate at 100% in time of a disaster or service interruption.
The public is advised that the County of Kaua’i may exercise the option to incur pre-award costs pursuant to 24 CFR
570.200(h) in its program year 2019 budget for projects to assist with compliance of CDBG timeliness regulations.
Non-CDBG funds used for pre-award costs will be reimbursed upon receipt of PY 2019 CDBG funds from HUD.

a. Pua Loke Affordable Housing Development $2,250,000.00
(Pua Loke Housing Partners, LP)
New construction of multi-family rentals (1, 2, and 3-bedroom) for tenants whose income
is at or below 60% of the Kauai Area Median.
TOTAL ANTICIPATED HOME FUNDING $2,250,000.00
PROPOSED HTF PROJECT:
a. Pua Loke Affordable Housing Development $1,350,000.00
(Pua Loke Housing Partners, LP)
New construction of multi-family rentals (1, 2, and 3-bedroom) for tenants whose income
is at or below 30% of the Kauai Area Median.
TOTAL ANTICIPATED HTF FUNDING $1,350,000.00
Should any CDBG, HOME, or HTF funds become available from cancelled or completed projects, or by receipt of
program income or revolving funds, such funds may be reprogrammed to any open Action Plan project in accordance
with the requirements of the County’s Citizen Participation Plan and prior approval from HUD or Hawaii Housing
Finance and Development Corporation, respectively.
All interested persons who wish to comment on the proposed PY 2019 Action Plan may do so at the Public Hearing, or
may submit written comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Li¯hu’e, Hawai’i 96766,

30-day comment period will commence on March 8, 2019. All comments received by April 8, 2019 will be considered
prior to fund appropriation.
