Notice is hereby given that the Kaua’i County Housing Agency will hold a public hearing on the proposed PY 2018 Action Plan projects and
anticipated funding that have been recommended for funding assistance through the Community Development Block Grant (CDBG) and HOME
Investment Partnerships programs. The public hearing is to afford citizens the opportunity to provide written or oral comments to the PY 2018
Action Plan projects. A hearing is scheduled for the following date, time and place:
Wednesday, March 28, 2018 at 4:30 p.m. at the Li-hu’e Civic Center, Pi’ikoi Building
Conference Room A, 4444 Rice Street, Suite 330, Li-hu’e, Hawai’i 96766
PROPOSED CDBG PROJECTS:
PUBLIC SERVICES
a. Homeownership Education and Counseling Project $42,500.00
(Hawaiian Community Assets, Inc.)
Provide HUD-certified housing education workshops and counseling to low- to moderate-income individuals
in order to increase homeownership opportunities to purchase a home and prevent foreclosure.
b. Local Family Small Homes Program $32,000.00
(Homestead Community Development Corporation)
Provide outreach and training to increase access to knowledge and resources required to develop homes less than
640 square feet compliant to Kauai County Building Code.
PUBLIC FACILITIES
c. Emergency Homeless Shelter Rehabilitation $360,367.00
(Kaua’i Economic Opportunity, Inc.)
Rehabilitate the shelter to improve and/or correct ADA accessibility and extend the life of the shelter.
d. Kalena Park Rehabilitation $132,411.00
(Department of Parks and Recreation)
Rehabilitate the basketball court and restroom to improve the use and accessibility of the park located in a
low- to moderate-income area neighborhood.
ADMINISTRATION
e. Administration $141,820.00
(Kaua’i County Housing Agency)
General program administration, project implementation, compliance monitoring, evaluation, record-keeping and
reporting.
TOTAL CDBG FUNDING $709,098.00
The Housing Agency anticipates receiving $709,098.00 from the U.S. Department of Housing and Urban Development (HUD) for the 2018 CDBG
annual allocation. Should there be an increase or decrease in the actual allocation amount, the lowest ranked project from each category will be
adjusted accordingly.
ALTERNATE PROJECT:
To ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR 570.902, should any of the
projects listed above not proceed as represented in the CDBG applications, the following alternate project may be funded as long as the project is
ready to proceed and will comply with CDBG regulatory requirements:
a. Acquisition of Ekolu Property for Transitional Housing $567,279.00
(Women in Need)
Funds will be used to acquire the property that is operated as a transitional housing facility.
The public is advised that the County of Kaua’i may exercise the option to incur pre-award costs pursuant to 24 CFR 570.200(h) in its program
year 2018 budget for projects to assist with compliance of CDBG timeliness regulations. Non-CDBG funds used for pre-award costs will be
reimbursed upon receipt of PY 2018 CDBG funds from HUD.

Emergency Homeless Shelter Rehabilitation $360,367.00
PROPOSED HOME PROJECT:
HOME PROGRAM INCOME
a. Waimea Huakai $1,227,000.00
(Waimea Huakai Partners LP)
New construction of multi-family rentals (1, 2, and 3-bedrooms) for tenants whose income is at or below 60% of the
Kauai Area Median.
TOTAL HOME FUNDING $1,227,000.00
Should any CDBG or HOME funds become available from cancelled or completed projects, or by receipt of program income or revolving funds,
such funds may be reprogrammed to any open Action Plan project in accordance with the requirements of the County’s Citizen Participation Plan
and prior approval from HUD or Hawaii Housing Finance and Development Corporation, respectively.
All interested persons who wish to comment on the proposed PY 2018 Action Plan may do so at the Public Hearing, or may submit written
comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Li-hu’e, Hawai’i 96766, Attn: Kerri Barros (CDBG) or Sharon
Graham (HOME). The 30-day comment period will commence on March 5, 2018. All comments received by April 3, 2018 will be considered
prior to fund appropriation.
