Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

To: All interested Agencies, groups and individuals

This is to give notice the Kauai County Housing Agency has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain will have on the human environment for:

Project Title: Koa’e Workforce Housing Development
HUD Grant: HOME Investment Partnership Program (HOME)
National Housing Trust Fund (HTF)
Project Description: Development to construct 134-units of affordable rental housing in Koloa Kauai. Providing 1, 2, and 3-bedroom units for households below 80% of Kauai Median Income.
Project Location: TMK: (4)2-6-004:019, Koloa, Kauai
Flood Zone: Firm Zone AE
Area in Flood Zone: 0.6 Acres

Mark Development, Inc. plans to construct a 134-unit affordable rental housing project, located in Koloa, Kauai. This affordable rental unit will consist of 1, 2 and 3 bedroom units. This project site is bound by Poipu Road to the west, the Kiahuna Golf Club to the east, adjacent to Waikomo Stream and an existing residential subdivision to the north. The project site is 11.2 acres, the portion located in the floodplain is 0.6 acres. This project is located in the 100-year flood area Zone AE and 500-year flood area Zone XS.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public education tool. The dissemination of information about floodplains can facilitate and enhance federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Written comments must be received by County of Kauai’s Housing at the following address on or before November 17, 2017. A minimum 15 calendar day comment period will begin the day after the publication and end on the 16th day after the publication: County of Kauai, Housing Agency, 4444 Rice Street, Suite 330, Lihue, Hawaii 96766, phone 808-241-4427, Attention: Sharon Graham, HOME/HTF Program Coordinator, during the hours of 8:00 AM to 4:15 PM.
