Announcement of Public Meeting and Environmental Impact Statement Preparation Notice for the Hokua Place Subdivision
Hokua Place Aina LLC announces its intent to prepare an Environmental Impact Statement (EIS) and invites the community to learn about the planned Hokua Place subdivision in Kapa’a and provide input on the scope of its environmental review.

Project Summary:
Hokua Place is a planned residential subdivision in Kapa’a of single-family homes, duplex and four-plex homes, kupuna housing, and live/work spaces in a 163-acre walkable community mauka of Kuhio Highway. This master planned community features parks, paths, gathering spaces, and neighborhoods designed to benefit kama’aina. Fifty-one percent of the residential units will be designated as affordable housing to meet the provisions of Hawai’i Revised Statutes (HRS) 201H-38 and Kaua’i County Code Section 7A-9.3. This legal notice and public meeting are intended to satisfy the community pre-consultation requirement in accordance with the Kaua’i County Housing Agency Administrative Rules for 7A, Housing Policy, Section 5.3(d)(i)(c) and (iv)(c) and public scoping meeting requirement pursuant to HRS Chapter 343 and Hawai’i Administrative Rules (HAR) 11-200.1(23)(d). The notice of availability of the EIS Preparation Notice is anticipated to be published in The Environmental Notice on July 8, 2025.
