Notice is hereby given that the Federal Highway Administration (FHWA), State of Hawai’i Department of Transportation (HDOT), and County of Kaua’i Department of Public Works (County) propose to construct intersection and roadway improvements along the subject streets in Kapa’a on the Island of Kaua’i. This federally funded project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The proposed project is located in Kapa’a, Kaua’i Island, Hawai’i. The total proposed area of potential effects (APE) is approximately 5.8 acres. Roadway improvements will occur along mile post 0.00 to 0.29 of Olohena Rd and Kukui St (RTE 581), including a new roundabout, new sidewalks, and related improvements. This APE comprises the proposed roundabout location at the intersection of Olohena Road, Kahau Road, and Lehua Street plus approximately 900 feet along Olohena Road from Kapa’a Bypass roundabout to Kukui Street (which begins at the bend in the road) and approximately 700 feet along Kukui Street from Olohena Road to Kuhio Highway. Approximately 300 feet each along Lehua Street and Kahau Road on the approaches to the proposed roundabout would also be affected. Roughly 2.7 acres of this APE is staging and work areas that extend beyond the existing roadway ROW into both public and private properties. These staging and work areas would be in portions of the Bryan J. Baptiste (BJB) Sports Complex parcel (4-5-015:032), the Kapa’a Armory parcel (4-5-015:005), a private parcel along Lehua Street (4-5-010:014), and a more distant State-owned parcel on Kahau Road (4-5-015:004) roughly 1300 feet (0.25 mile) from the proposed new roundabout. In addition to the 2.7-acres of staging and work areas, the APE will also extend roughly 5 feet beyond the Kukui Street ROW into private properties between Olohena Road and Kuhio Highway including storefront sidewalks. For most proposed activities, the depths of proposed disturbance would be approximately 2 to 3 feet, with deeper disturbance to approximately 10 feet or more at discrete locations for sign posts, foundations for street lights, bus shelters, guardrails, retaining walls, drainage infrastructure and infiltration areas, and other ancillary facilities.
Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed APE are requested to contact the County. Other individuals and organizations with demonstrated legal, economic, or historic preservation interest in the undertaking are asked to contact the County and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice. Interested participants are requested to contact to Michael Moule at publicworks@kauai.gov or County of Kaua’i Department of Public Works at 4444 Rice Street Suite 275, Lihu’e, HI 96766-1340.
Please respond by October 24, 2026.
