HANALEI BRIDGE REHABILITATION PROJECT

Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation, Highways Division (HDOT) are proposing
a bridge maintenance and repair project. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National
Historic Preservation Act (NHPA) of 1966, as amended (2006).
HDOT is proposing to preserve Hanalei River Bridge by conducting cleaning, maintenance, and repair activities. Hanalei River Bridge is located in Hanalei on the North
Shore of Kauai. It carries Kuhio Highway (Kauai Belt Road) Route 560 over the Hanalei River at Milepost 1.19, as shown in the project location and area of potential
effect map.
Maintenance and repair activities include refurbishing the timber deck, rust mitigation (primarily for the Warren Trusses and bridge stringers), and replacing damaged
post-tensioned rods. Replacement materials will be in-kind and of the same color, dimension and scale as the existing in accordance with preservation guidelines.
Once repaired, the bridge will then be cleaned and painted to protect it from corrosion.
Proposed repairs to the damaged sections of the bridge’s Warren trusses require full bridge closure. In consideration of recommendations in the 2005 Kuhio Highway
(Route 560) Historic Roadway Corridor Plan for instances when bridges are closed due to replacement, the project will provide a detour route via a temporary crossing
alongside Hanalei River Bridge. As shown in the map, the detour will primarily consist of a 175-foot long temporary Acrow bridge that will span the Hanalei River
north of the existing bridge. In developing the detour alignment, care has been taken to avoid the concrete walls and any historic elements associated with Hanalei
River Bridge.
The areas potentially affected by the project are shown in the map below. Potentially affected areas consist of the bridge footprint, the approach/transition onto the
road, roughly 20 feet on either side of the bridge for vegetation clearing and foot access, and a temporary construction laydown area at the North end of the bridge.
The total area would be approximately 46,800 square feet (1 acre).
Much of the work would be conducted within the existing operational roadway with the exception of the vegetation clearing areas and the temporary construction
laydown areas, which would occur directly adjacent to the existing operational roadway. Proposed construction laydown areas are the same as those used for the
recent emergency hillside repairs.
Pursuant to Section 106 of the NHPA, native Hawaiian Organizations and native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical
property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and
organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have
on historical and cultural sites that you may have knowledge of within the proposed project area. We welcome any information within 30 days of notice.
