SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
KEKAHA DITCH FLOW CONTROL AND MONITORING STATIONS
WAIMEA AHUPUAA, DISTRICT OF WAIMEA, ISLAND OF KAUAI
TAX MAP KEY(S): (4)1-2-002:001, (4)1-5-001:002 & 017
Notice is hereby given that the Agribusiness Development Corporation (ADC) proposes the above-mentioned flow
control and monitoring stations project. Due to federal permitting (U.S. Army Corps of Engineers Section 404
Permit), the proposed is considered a federal action and undertaking, as defined by Section 106 of the National
Historic Preservation Act (NHPA) of 1966, as amended (2006).
The ADC is proposing to install monitoring stations at five (5) locations along the Waimea River and the Kehaka
Irrigation Ditch system to monitor stream flow control in accordance with the Waimea Watershed Area Mediation
Agreement dated 18 April 2017. The proposed scope of work includes the following rehabilitation of existing
infrastructure and new construction as listed below:
• New construction of a concrete pad for a pole-mounted photovoltaic (PV) system at the Koaie Intake location.
• New construction of a concrete pad for a pole-mounted PV system near the Waiahulu dam below the existing
diversion structure located just before the upper intake to the Kekaha ditch.
• New construction of a concrete pad for a pole-mounted PV system approximately 50 meters above where the
ditch enters a near continuous tunnel section that doesn’t daylight again until it reaches the penstock located
above the Mauka Hydropower Plant.
• New construction of a concrete pad for a pole-mounted PV system at Hukipo flume.
Modifications to existing possible historic properties include:
• Construction of a concrete flume within the ditch between the tunnel intake on Koaie Stream and the
downstream existing dam structure;
• Installation of a simple vertical stilling well against the sidewall of the tunnel that transmits water from Koaie to
Waiahulu Stream near the metal grate intake on Koaie Stream;
• Construction of a concrete flume within the Waiahulu dam below the existing diversion structure located just
before the upper intake to the Kekaha ditch;
• Installation of a simple vertical stilling well in the bank of the ditch approximately 50 meters above where the
ditch enters a near continuous tunnel section that doesn’t daylight again until it reaches the penstock located
above the Mauka Hydropower Plant;
• Installation of a simple vertical stilling well in the bank of the ditch in the area known as the Waimea Tailrace,
located approximately 50 meters of the lower ditch diversion point below the Mauka Hydropower plant; and
• A vented pressure transducer will be installed in the existing stilling well and the existing rating curves for the
flume will be used to convert stage measurements into flow volumes.
As part of the identification of historic properties effort, ADC is moving forward with consultation efforts with
Native Hawaiian Organizations (NHOs) (36 Code of Federal Regulations (CFR) §800.4[a][4]) and consultation with
individuals, organizations, and the public with a demonstrated interest in the undertaking (36 CFR §800.2[c])
and will include documentation of the nature of the consultation, the names of the consulted parties, and their
comments/concerns. The ADC requests that NHOs and Native Hawaiian descendants with ancestral lineal or
cultural ties to, cultural knowledge or concerns for, and cultural or religious attachment to the proposed project
Area of Potential Effect, provide a response within 30 days of notification. Interested participants are requested
to contact Myra Kaichi via email at Myra.Kaichi@Hawaii.gov, or by U.S. Postal Service to the Agribusiness
Development Corporation, 235 S. Beretania Street, Room 205, Honolulu, HI 96813.
