NOTICE OF PUBLIC INFORMATIONAL MEETING AND CONSULTATION REQUEST FOR
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
AND
HAWAI’I ADMINISTRATIVE RULES TITLE 11, CHAPTER 46 “COMMUNITY NOISE CONTROL”

IMPROVEMENTS TO MALUHIA ROAD (ROUTE 520) AND KOLOA ROAD (ROUTE 530)
KOLOA AND LAWA’I AHUPUAA, KONA MOKU, ISLAND OF KAUA’I
FEDERAL-AID PROJECT NO. STP-0700(072)

Notice is hereby given that the Federal Highway Administration and the County of Kaua’i Department of Public Works (Kaua’i County) propose a roadway improvements project along Koloa Road (from Kaumuali’i Highway to Maluhia Road) and Maluhia Road (from Kaumuali’i Highway to Koloa Road) in Koloa on Kaua’i Island. The project involves pavement rehabilitation, including resurfacing and reconstruction where needed, as well as widening the roadway shoulders where feasible. The project also consists of adding a left-turn auxiliary lane on Koloa Road at Piko Road, restriping and possibly pavement widening to create a left-turn auxiliary lane on Koloa Road at Oma’o Road, and installation of a roundabout at the intersection of Koloa Road and Ala Kalanikaumaka. Ancillary items, such as minor structural improvements at select and discrete locations and overall safety-related improvements may also be incorporated as part of the project. All work will be done within the existing Kaua’i County right-of-way.

Public Information Meeting

Kaua’i County will conduct a public informational meeting to discuss the proposed project and gather community input. The meeting will occur on Tuesday, April 17, 2018 at 6 p.m. at the Koloa Elementary School cafeteria. The meeting will focus on the environmental issues described below, though input on general project issues is welcome. If you require special accommodations at the meeting, please contact the Kaua’i County Project Manager identified below.

Section 106 of the National Historic Preservation Act of 1966 as Amended (2006)

The Area of Potential Effect is the length and width of Koloa Road, Maluhia Road, and portions of Kaumuali’i Highway right-of-way. It extends about 30 inches below the existing finished roadway surface, but may extend deeper at discrete locations for work associated with drainage and safety improvements. Pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended (2006), native Hawaiian Organizations and native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural knowledge or concerns for, and cultural or religious attachment to the proposed project area are requested to contact the Kaua’i County Project Manager via the information provided below. Please respond by May 7, 2018.

Hawai’i Administrative Rules Title 11, Chapter 46 “Community Noise Control”

A Community Noise Variance is being requested from January 2019 through December 2019; however, construction is anticipated to last only 10 months. The variance is being requested to allow for construction activities during night, weekend, and holiday hours to minimize the construction duration and impacts to the community associated with lane closures. Koloa Road and Maluhia Road are two-lane roads that are rural for the most part, but also serve pockets of residential communities and the historic old Koloa Town. Night-time work would allow the contractor the flexibility to stage and perform construction activities at locations and times when lane closures present the least nuisance or disruption to the surrounding community and roadway users.
