NOTICE TO BIDDERS
LIHUE EARLY HEAD START FACILITY


NOTICE is hereby given that Child and Family Service (“CFS”), a Hawaii non-profit organization with a 501(c)(3) status, will receive bids until the deadline of
5:00 p.m. on Wednesday, October 1, 2024, for renovation a property located in Lihue, Kauai:

CONSTRUCTION SERVICES


CFS is acquiring services to renovate one of its Early Head Start facilities according to existing architectural plans and permit. Renovations include demolition, installation and replacement of existing ceiling, windows, classroom doors, flooring, appliances, cabinets, countertops; including the connection of wiring as required for appliances. Bidders must possess a current and valid State of Hawaii Contractor’s License in accordance with HRS Chapter 444 relating to licensing of contractors, provide proof of insurance, and have at least 5 years of proven experience related to the project’s scope of work.

A site visit and inspection of the Project will be held on Friday, September 13, 2024. All prospective contractors interested in submitting a bid for the Project are advised to attend site visit and inspection which will address any questions regarding the scope of work for the Project. Email two (2) time slots to the Project Leader to schedule a time for the site visit and inspection.

The bid documents will be available on Tuesday, September 2, 2024 and will be issued either via mail, email or facsimile upon your request. Any questions and requests for either bid documents may be directed to the contact information below. Bids must be received by no later than the deadline to be accepted and can be submitted either via mail, email, or personal delivery to the attention as follows:

The project is federally funded through Head Start. Any and all contracts for work under this bid for the project will obligate the selected bidder and its subcontractors to comply in all respects with pertinent federal contract provisions and special required conditions as set forth in 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for federal awards. Selected bidder and its subcontractors must also comply with the Davis-Bacon Act as amended (40 U.S.C. 3141-3148).

Any and all costs incurred in preparing or delivering bids in connection with the project will not be reimbursed. All bids and requested information and documentation submitted in connection with the project shall become the property of CFS Real Property, Inc. and will not be returned.

CFS reserves the right to request for additional information or clarification from bidders that submit a bid, reject any or all bids, waive any bid irregularities, select the bid that is in the best interest of the project and not necessarily the lowest cost bid, negotiate any changes deemed necessary before or after the signing of the contract, and to cancel the request for bids at any time.
