NOTICE OF CONSULTATION FOR

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
PO’IPU ROAD MULTI-MODAL IMPROVEMENTS

Notice is hereby given that the Federal Highway Administration (FHWA) and County of Kaua’i Department of Public Works propose multi-modal improvements to Po’ipu Road. This federally federal funded Kaua’i County project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The proposed improvements and the Area of Potential Effect (APE) will be primarily within the existing Po’ipu Road right-of-way, between Koloa Road and approximately 275 feet east of Keleka Road. The APE measures approximately 41.72 acres along approximately 3.36 miles of roadway. The undertaking is anticipated to consist of a number of roadway improvements including: replacement of stop controlled intersections with roundabouts, pavement restriping, roadway resurfacing, shoulder widening, construction of sidewalks, striping of pedestrian crossings, improvements to accessible ramps and curbs, striping of bike lanes, striping of additional parking areas, replacement or upgrades to bus stops, vegetation removal, removal of trees that endanger life or property, storm drainage improvements, replacement of roadway signage, new roadway signage, and construction staging as needed. Roadway resurfacing, shoulder widening, and construction of roundabouts and sidewalks could extend up to 24 inches below surface. Roadway signage could extend up to 36 inches below surface and guardrail replacement could extend up to 42 inches below surface. Street light installation and utility guy wire adjustments could extend up to 8 feet below surface and drainage improvements could extend up to 10 feet below surface. All improvements are located within the APE.

Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact Kaua’i County. Other individuals and organizations with demonstrated legal, economic, or historic preservation interest in the undertaking are asked to contact Kaua’i County and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
