NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR LIHUE FACILITY AVGAS TANK FARM
NPDES PERMIT NO. HI S000601

The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with industrial activity from the Lihue Facility Avgas Tank Farm facility site, to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.

The project is located at 3745 Ahukini Road, Suite 105, Lihue, Island of Kauai, Hawaii, TMK: (4) 3-005-001:008.

Air Service Hawaii operates an aircraft refueling operation at Lihue Airport. Within the airport, Air Service Hawaii has three main areas of operations: The Air Service Hawaii office; a 6,000-gallon aviation gasoline (avgas) aboveground storage tank (AST); and 12,000-gallon AST complete with bermed concrete secondary containment pad. Air Service Hawaii requests to discharge storm water runoff associated with industrial activities from the facility. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of pollutants from entering receiving State waters.

The receiving waters, Pacific Ocean, is classified by the DOH as Class A, Marine. Under Hawaii Administrative Rules (HAR) Section 11-54-4, it is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and aesthetic enjoyment.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e-mail at cleanwaterbranch@doh.hawaii.gov or by mail at P.O. BOX 3378, Honolulu, Hawaii 96801-3378.

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch office located at 2827 Waimano Home Road, Room 225, Pearl City, Hawaii 96782 and at the Kauai District Health Office, 3040 Umi Street, Lihue, 96782. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
