The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) proposes to provide Federal financial assistance under the Hazard Mitigation Grant Program (HMGP) to the County of Kaua’i under major disaster declaration FEMA-DR-4282-HI and the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5207. The County of Kaua’i intends to partner with the U.S. Geological Survey and use the HMGP funding to install water level gages on the upper reaches of Hanakapi’ai Stream as a warning system to protect the public from potential flood hazards along the Na Pali coastal trail. Section 106 of the National Historic Preservation Act requires FEMA to consider the effects of its activities on historic properties and to afford the public an opportunity to comment relative to such potential effects.
