LEGAL PUBLIC NOTICE

To all interested Agencies, Groups & Persons:

Pursuant to 24 CFR 91, Consolidated Plan Revisions and the County’s Citizen Participation Plan, the Kaua’i County Housing Agency (KCHA) hereby gives notice that the following changes constitute a substantial amendment to the 5-Year Consolidated Plan 2015-2020 for the referenced fiscal year’s Fifth Program Year Annual Action Plan.

The first proposed substantial amendment is to reallocate Community Development Block Grant (CDBG) program income funds/revolving loan funds to the following activity:

Project: Hale Ho’omalu Parking Lot Accessibility Project
Subrecipient: CFS Real Property, Inc.
Action Plan: Program Year 2019
Description: Make improvements to provide ADA accessibility to the parking lot and entrance to the public facility which provides support services and programs to strengthen low- to moderate-income families.
Funding: Community Development Block Grant (PI/RLF)

Amendment: Provide additional funds to complete the scope of work and improve the use and accessibility.
Original Funding: $ 34,518.00
Additional Funding: $ 75,482.00
Revised Funding Amt: $110,000.00

The second proposed amendment is to add to the scope of work to meet additional federal Lead-Based Paint requirements to the following activity:

Project: Kaua’i Acquisition Transitional Housing
Subrecipient: Women in Need
Action Plan: Program Year 2019
Description: Down payment to acquire the property that is operated as a transitional housing facility that provides shelter, safe housing and supportive services for women and children in order to eliminate homelessness.
Funding: Community Development Block Grant (grant funds)

Amendment: Add to the scope of work to meet additional federal Lead-Based Paint requirements and allow current funding to be used for allowable costs related to the additional requirements.

Additional Funding: $ 0.00
Funding Amt (no changes): $465,752.00

The Housing Agency receives CDBG funds through the Department of Housing and Urban Development (HUD). All interested persons who wish to comment on the proposed amendments may do so in writing to the Kaua’i County Housing Agency, 4444 Rice Street, Pi’ikoi Building, Suite 330, Lihu’e, Hawai’i 96766, Attn: Kerri Barros, or via email at kbarros@kauai.gov. A 30-day comment period starts on Friday, December 13, 2019. Any written comments received by Monday, January 13, 2020, will be considered.
