KAUAI COUNTY HOUSING AGENCY
LEGAL PUBLIC NOTICE

To all interested Agencies, Groups & Persons:

Notice is hereby given that the following changes constitute a substantial amendment to the 5-Year Consolidated Plan 2015-2020 for the referenced fiscal year’s Second Program Year Annual Action Plan. The proposed substantial amendment is to receive additional National Housing Trust fund (HTF) program funds in the amount of $1,425,000.00 for its Koa`e Workforce Housing Development project and administrative costs.

HTF fund to be used for the production or preservation of affordable rental housing units serving households with incomes at or below 30% of the area median income. Kauai identified the Koa’e Workforce Housing Development as an eligible HTF project.

Project: Koa`e Workforce Housing Development
Action Plan: Program Year 2016
Description: Development financing to construct 134-units of affordable rental housing in Koloa, providing 1, 2, and 3-bedroom units for households below 80% of Kauai Median Income.
Funding: National Housing Trust Fund (HTF)

Amendment: Provide additional grant funds for development and construction of project.
Original Funding: $1,350,000
Additional Funding: $1,350,000
Revised Funding Amt.: $2,700,000

Action Plan: Program Year 2016
Description: General program administration, project implementation, compliance monitoring, evaluation, record-keeping and reporting.
Funding: National Housing Trust Fund (HTF)

Original Funding: $75,000
Additional Funding: $75,000
Revised Funding Amt.: $150,000

The Housing Agency receives HTF funds through the Hawaii Housing Finance and Development Corporation (HHFDC). All interested persons who wish to comment on the Draft Substantial Amendment to the PY 2016 Action Plan, may do so in writing to the Kaua’i County Housing Agency, 4444 Rice Street, Pi’ikoi Building, Suite 330, Lihu’e, Hawai’i 96766, Attn: Sharon Graham. Comments may also be submitted via fax to (808) 241-5118 or emailed to sgraham@kauai.gov. A 30-day comment period starts on Thursday, March 3, 2018. Any written comments received by Monday, April 2, 2018, will be considered.
