NOTICE OF PUBLIC HEARINGS ON PROPOSED AMENDMENTS TO
TITLE 19, SUBTITLE 3, CHAPTER 44, HAWAII ADMINISTRATIVE RULES
The Department of Transportation Harbors Division (DOT Harbors) will hold statewide public hearings on its proposed amendments to Title 19, Hawaii Administrative Rules, as noted below:
19-44-20, Full dockage rate – Proposal increases rates by 20%, 15%, and 15% over three years and proposes increases in fees for vessels exceeding 900 linear feet in length;
19-44-64, Waiver of wharfage – Proposal clarifies that wharfage shall not be charged on non-revenue generating company business;
19-44-66, Wharfage rates – Proposal reduces wharfage rates for containers longer than 45 feet by 22%;
19-44-70, Passenger fees – Proposal sets passenger fees at $15.00 per person at Honolulu Harbor and $8.00 per person at all other commercial piers, and eliminates additional cleaning charges to cruise ships;
19-44-73, Incremental increases to wharfage rates and passenger fees – Proposal eliminates annual escalation of passenger fees; and
19-44-92, Port entry fee schedule – Proposal increases rates by 20%, 15%, and 15% over three years and proposes increases in fees for vessels exceeding 900 linear feet in length.
The public hearings shall be held as follows:
Honolulu, Oahu – January 3, 2018, 10:00 a.m. at Pier 11 Terminal (700 Fort Street)
Lihue, Kauai – January 9, 2018, 10:00 a.m. at DOT Harbors District Office at Nawiliwili Harbor (3242 Waapa Road)
Hilo, Hawaii – January 10, 2018, 10:00 a.m. at State Office Building Conference Room C (75 Aupuni Street)
Kahului, Maui – January 11, 2018, 10:00 a.m. at Kahului Harbor Cruise Terminal (103 Ala Luina Street)
All interested persons may attend the public hearings to submit data, views, or arguments, orally or in writing. The Department of Transportation will make and announce its decision on the proposed amendments on Friday, January 12, 2018, at 9:00 a.m. at the Pier 11 Terminal at 700 Fort Street in Honolulu.
The proposed rule amendments are available online at hidot.hawaii.gov/harbors as well as the website of the Lt. Governor and will be available for review in person from December 1 through January 12, Monday through Friday, between the hours of 8:00 a.m. and 4:00 p.m. (exclusive of State holidays) at the DOT Harbors Administration Building at 79 S. Nimitz Highway in Honolulu. A copy of the proposed rule amendments will be mailed to any interested person who requests a copy in writing. The written request must state the requester’s name and mailing address and must be sent to 79 S. Nimitz Highway, Honolulu, HI 96813.
