NOTICE OF THE IMPROVEMENTS TO COLLECTOR ROADS – PORTION OF
OLOHENA ROAD, KUKUI STREET, AND ULU STREET – PHASE I PROJECT
The County of Kaua’i, Department of Public Works (DPW) is proposing to rehabilitate and resurface a
portion of Olohena Road (Route 581). The project is estimated to start in January 2021 and expected
to be completed in July 2022.
The purpose of the project is to improve roadway operations and safety by repairing and maintaining
the driving surface. The project will include shoulder widening, replacement of Olohena Bridge No. 2,
utility relocation, and ancillary safety improvements. The affected road segment is Olohena Road, from
Kamalu Road to 200 feet beyond Ka’apuni Road (approximately 2.5 miles).
DPW has applied for a Community Noise Variance, because construction will take place during both
day- and night-time hours, including weekends. Conducting night-time and weekend construction will
minimize duration and hardship on motorists and the surrounding community, including minimizing the
overall duration of construction noise impacts, as well as reduce construction costs.
DPW and its contractors will make every effort to minimize the times, duration, and intensity of use
of equipment to minimize noise impacts to the community. Use of the loudest equipment (e.g., auger
drill, impact hammer) may occur for a limited number of days per work site. Where residences are
located within 500 feet of the work site, use of such equipment will be restricted to ending by 4:00 pm.
This notice is being provided in accordance with the Hawaii Administrative Rules (HAR 11-46-8). DPW
fi eld personnel and the contractor will monitor all equipment and construction activities on the active
job site to ensure the use of appropriate noise abatement measures.
